On May 15, 2012, Hu Deping, a member of standing committee of CPPCC, the Deputy Director of the Economic Committee and the Chairman of China Biodiversity Conservation and Green Development Foundation (CBCGEF), visited Xinminzhou Port Industrial Park in Jingkou District, Zhenjiang City and conferred Xinminzhou “China Biodiversity Conservation and Green Development Demonstration Base”. Xu Jinrong, Jiangsu Province Vice-governor, Zhang Jinghua, Zhenjiang Municipal Party Secretary, Hu Zongyuan, Jingkou District Party Secretary, Guo Jian, Jingkou District Head and other leaders accompanied to visit and attended the awarding ceremony. Liu Daiwen, the Chairman of China Hyway Group Limited, and Hu Jiaming, the General Manager of Jiangsu People's Ecological Development and Construction Co., Ltd., were invited to attend this activity.

       Xinminzhou is located in the north side of Yangtze River and adjacent to the intersection of Beijing-Hangzhou Grand Canal and Yangtze River. It, with a 5.38km long deep-water shoreline along Yangtze River and a 22.5km2 broad area, has the unique regional advantages, good ecological environment and abundant water-area resources, and is honored by Jiangsu Agriculture Committee as a nuisance free agricultural product base in Jiangsu Province.
       To develop Xinminzhou’s green economy and achieve both protection and development, China Hyway Group Limited, CBCGEF and Zhenjiang Xinminzhou Administration Committee initiated to establish Jiangsu People’s Ecological Development and Construction Co., Ltd. which is entrusted by the government to make the comprehensive improvement on a land covering about 10km2 in Xinminzhou Town, vigorously build a green base, and form a sound situation where the local government, the folk organizations (foundations) and the enterprises jointly build the green economy development bases (industry-university-research cooperation)..
       Since establishment in September 2011, Jiangsu People’s Ecological Development and Construction Co., Ltd. has completed the recent construction planning of Xinminzhou Town by taking the biodiversity conservation and green development as the main line and adhering to the outlook of scientific development, actively supported the new rural construction of Xinminzhou’s “public mind community” at an area of 110,000 square meters, relocated more than 600 households, and improved 10.8km-long road-net infrastructure construction within this community including Xinmin Avenue. This road net has been completed and Jiangsu People’s Ecological Development and Construction Co., Ltd. is gradually creating Xinminzhou to a high-end, livable and originally ecological Jiangnan-style town integrating “green eco-economy, scientific research and development, eco-tourism, leisure and vocation, meeting and training, health care and senior care” by adopting the mode of “one town, one community and one base”.
      On the awarding ceremony, Vice-governor Xu Jinrong, Party Secretary Zhang Jinghua, Party Secretary Hu Zongyuan and District Head Guo Jian expressed that we must pay attention to the ecological protection when developing the economy. Chairman Hu Deping raised the related requirements and hoped that Xinminzhou will combine the utilization and conversation of resources and lay emphasis on the ecological protection, and that Zhenjiang will properly protect the environment that we live on and truly accomplish the scientific and sustainable development when greatly developing the first, second and third industries.
