On the morning of May 9 (local time), Premier Li Keqiang met Angola President Dos Santos in the Angolan Presidential Office Building.

    Li Keqiang said China has a profound friendship with Angola. China pays great attention to Sino-Angolan relation, regards Angola as one of its close friends and important Sino-African cooperation partners, supports Angola to practice the state-governing policy with the core of “development, stability and employment”, and is willing to work with Angola to keep supporting each other, strengthen the inter-party association and the state-governing experience exchange, pay close attention to coordination and collaboration in respect of international and regional affairs, and facilitate two states to have a better development. 

    Li Keqiang pointed out that China is willing to work with Angola to further enhance two governments’ roles in planning and guiding the cooperation, expand, develop and plan the field cooperation, and sign a bilateral investment protection agreement as soon as possible; push forward Sino-Angolan cooperation to the industry-driven mode, continue building a stronger and better brand of credit swap cooperation, and propel the practical cooperation in the domains of energy, infrastructure, finance, agriculture, urbanization, manufacturing, etc.; discuss the operation-oriented regional air lines with Angola as the hub and promote the regional interconnection; further emphasize the non-governmental contacts and cultural and educational exchange, and increase the mutual understanding between two peoples. The Chinese Government encourages the Chinese businesses to invest and develop in Angola and hopes Angola to continue facilitating the Chinese investment and ensuring the safety of Chinese organizations and people.

    President Dos Santos said China is an important power to maintain peace and development of Africa and the world, as well as Angola’s reliable friend and partner. Two states have made a plenty of cooperation achievements and have broad cooperation prospects. Further deepening Angola-China cooperation is crucial to Angola’s sustainable development. Angola expresses thanks to China for its long-term and precious support and is willing to further expand the mutually-beneficial cooperation and strengthen solidarity and collaboration in respect of international and regional affairs. Angola welcomes that Chinese businesses provide more investment in Angola and take an active part in Angola’s economic and social development, and Angola is willing to offer convenience for this. 

    After the meeting, leaders of both countries witnessed the signing of cooperation documents in the fields of bilateral economy, medical care system, finance, communication, etc. and then had a press conference. 
    Li Keqiang said Angola is one of China’s important partners and two states are each other’s development opportunities. I met President Dos Santos and we have reached a package of meaningful outcomes. Two states agree to set up a work group to plan Sino-Angolan cooperation of key fields in all respects; combine Angola’s huge need on infrastructure construction with China’s strengths including relatively strong production capacity, technology and foreign exchange reserve in the related fields, make full use of market rules, and drive the related cooperation to a new stage; strengthen the agricultural cooperation and share the technological experience with Angola unreservedly; pay close attention to cultural and educational exchange and support Angola to improve HR training and increase the rate of youth employment. 
    Li Keqiang stressed that there are about 1 million Chinese citizens who work and live in Africa, including 260,000 in Angola. The Chinese Government supports the powerful and creditable Chinese enterprises to invest in Angola, participates in Angola’s economic and social development, increases the rate of local employment, and requires Chinese enterprises and people to abide by the local laws and respect the local culture and customs in Angola. The Chinese Government also hopes Angola can ensure their safety and provide more convenient conditions for their work and life.  
    Dos Santos said China is Angola’s good friend and good partner, and cooperation between two states is reciprocal and mutually beneficial. Premier Li Keqiang’s successful visit to Angola pushed Angola-China relation to a new stage. Angola is willing to work with China to give full play to complementary advantages, strengthen the communication and cooperation in each field and keep creating a safe and good environment for Chinese enterprises and people to invest and develop in Angola. 
    Before the meeting, Dos Santos held a solemn welcoming ceremony for Li Keqiang in the Angolan Presidential Office Building. Leaders of both countries went to the reviewing stand and the military band played the national anthems of China and Angola. Li Keqiang, accompanied with Dos Santos, reviewed the honor guard.
