  On May 8, 2014, the 5th International Infrastructure Investment & Construction Forum was inaugurated in Macao. Diao Chunhe, Chairman of China International Contractors Association, and Su Tianping, Director of Economic Services Bureau under Macao SAR Government, respectively delivered a welcome on behalf of the forum organizer. Zhang Xiangchen, Assistant Minister of Commerce, Stjepan Mesic, Former President of Croatia, Stephen Hammond, Vice Transport Minister of Britain, Denys Denya, Executive Vice President of Afreximbank, John M.Scott, Vice Chairman of KPMG International, etc. made speeches in respect of the forum topic of “interconnection providing a new power for international infrastructure cooperation”.      This forum attracted not only 37 government officials at and above the vice-ministerial level from 23 countries and regions around the world, but also more than 30 international financial institutions including Afreximbank, Asian Development Bank and Inter-American Development Bank, 16 industry organizations including China International Contractors Association, Romanian Construction Entrepreneurs’ Association and Master Builders Association Malaysia, and representatives of engineering contractors, device manufacturers and industry service agencies from over 50 different countries and regions. There were more than 1000 participants

     The topic of this forum is interconnection providing a new power for international infrastructure cooperation. Interconnection of regional infrastructure is a prior field and a key direction in the current international infrastructure investment and construction cooperation. As emphasized by our state leaders in many occasions, China and other great powers in the world hold an active attitude of strengthening the interconnected infrastructure construction and regard the promotion of international infrastructure cooperation as a major direction of future economic, commercial and diplomatic strategies. The Chinese Government is also practically facilitating the interconnection of international infrastructure in the key link of financing by setting the special concessional loans, establishing the special funds, advocating the establishment of financial institutions, etc. Worldwide, interconnection of infrastructure is also the hot topic and tendency. In 2012, African Union approved African Infrastructure Development Plan which aims to promote the development of African infrastructure, increase the degree of interconnection and advance the regional integration process; in 2013, EU Council, European Parliament and European Commission reached a consensus on “Connecting Europe Facility”. In such situation, taking the “interconnection providing a new power for international infrastructure cooperation” as the topic of the 5th International Infrastructure Investment & Construction Forum has a strongly practical significance. 

   In the theme forum, infrastructure construction ministers from different countries, with senior managers of Chinese and overseas companies and from the financial circles, had an in-depth discussion on development plan, innovation of investment and financing modes, market opportunities and challenges and other topics with regard to the regional interconnection and international infrastructure cooperation.
    
In the parallel forum, over 40 invited representatives from Chinese and overseas governments, financial institutions, consulting agencies, commerce associations and enterprises performed the extensive and sufficient exchange in respect of innovation of corporate financing modes, investment to infrastructure construction of developed countries, expansion of interconnection building in Central and Eastern Europe, Latin America and other areas, etc.

    In the round table conference where the Chairman of China International Contractors Association attended, over 10 commerce association chairmen from different countries and regions made active speeches. They expressed their opinions and put forward their suggestions in terms of promoting the member enterprises to actively perform the social responsibilities, implementing Joint Action Plan for International Infrastructure Cooperation, and other topics, and finally reached a consensus.  
    
In the conference, Report on Development of China’s Outward Contracting Projects 2013 was released, which conducts an all-respects and authoritative description of general business situation, regional market information and each professional field development of China’s outward contracting projects in 2013 and contains an all-rounded and in-depth analysis on the operation state of Chinese businesses.
